At the University of Tetovo, today was promoted the book “Private International Law – the Special Part” of the authors: Prof. Dr. Asllan Bilalli, Prof. Dr. Hajredin Kuçi and Doc. Dr. Arbër Ademi.
In promoton of this book were present a large number of personalities from different spheres, including the President of the Assembly of the Republic of North Macedonia, Talat Xhaferi, Rector of the UT, Prof. Dr. Reshat Qahili, President of DUI, Ali Ahmeti, First Deputy Prime Minister and Minister of Political System and Inter-Community Relations, Artan Grubi, the President of the Senate of UT Prof. Dr. Kushtrim Ahmeti, Vice-Rectors of the UT, Prof. Dr. Vullnet Ameti and Prof. Dr. Shefik Shehu, Secretary General, Adem Beadini, Ministers, MPs, mayors, directors of various directorates, professors of the field of justice, prosecutors, judges, and students of our university.
The book that was promoted today analyzes legal-private relations, with a foreigner in theoretical, legislative and comparative aspect. Above all, this book is is dedicated to students of the Faculty of Law and all those in different forms and ways of legal-private relations with a foreign element. Also, can use the lawyers, who apply in practice the institutes and rules of this branch of law.
On behalf of the University of Tetova, the participants in this promotion welcomed the Dean of the Faculty of Law, Prof. Dr. Qebir Avziu. He said there is no noble and honest job than writing a book. According to him, to carry out knowledge from a generation to the other generation, is a divine job. “We as a people have had many important events and many important figures, but we have had an anomaly in our history, we have written a bit and as a result of these events and these people, important figures, over time, have been faded, over time, they have disappeared or adopted by other peoples, so the honorable professor is also a review of this book, Professor Faik Brestovci, who is not present here today, also he was my professor at the Law Faculty in Prishtina, he said that the pale pencil is more powerful than any memory in this world, and really is. What is thrown into the paper remains, while what is remembered, over time is forgotten. I thank the professors about the work they have done, because this book is very important in the faculty of law, where is one of the basic subjects of private law (special part) and so far has been a vacuum, a big gap and with this book, and now will be completed, which is a great miracle in the hands of students”- said the Dean of the Faculty of Law, Prof. Dr. Qebir Avziu.
The book reviewers are: Prof. Dr. Faik Brestovci and Prof. Dr. Toni Deskoski. According to reviewer of the book, Prof. Dr. Tony Deskoski, the book is quite necessary for the time we live, seeing the last decades, where is noticeable the intensive development of legal-private relations, especially of private international law within the European Union. The Republic of Kosovo and the Republic of North Macedonia, as contender states to join are not obliged to harmonize their INP with the right of the European Union. However, it is useful for the national rights to adapt to the European Union, because of the right of membership, it will be an integral part of the legal systems of these states.
While the authors of this book, Prof. Dr. Asllan Bilalli, Prof. Dr. Hajredin Kuçi and Doc. Dr. Arber Ademi, in their speeches stressed that they have made maximum efforts that in this book for the first time in history to elaborate the international private law of the Republic of Kosovo, as an independent, democratic and internationally accepted state. There have been analyzed all national and international resources containing provisions regulating legal-private relations with a foreign element, applying comparative legal method. Also, legitimate (national and international) resources have been analyzed, and the concepts of legal doctrine from this field.
