Rector of the University of Tetova Prof. Dr. Jusuf Zejneli, on July 2, 2024, participated in the Scientific Conference on the topic “Development of Albanian constitutionalism 1912 – 2024”, organized by the Academy of Sciences and Arts of Kosovo and the Academy of Sciences of Albania. The Scientific Conference was held in the premises of the Academy of Kosovo.
Rector of the UT, Prof. Dr. Jusuf Zejneli, presented his study “The Basic Values of the Constitutional Regulation in the Republic of North Macedonia.” He emphasized that based on the definition of the form of government, the structure, the name of the basic constitutional institutions, and the practice of their operation, we encounter differences and similarities in the organization and operation of the legal-constitutional systems in states with similar or different forms of governance. The Republic of North Macedonia has undergone a long period of constitutional transition, beginning from its time as part of the Yugoslav federation and continuing after its declaration of independence as a sovereign state. The fact that it is a multi-ethnic state makes its legal-historical development unique, with different stages always respecting stipulations for the rights of various communities. In addition to the basic values, the principle of adequate and fair representation of citizens from all communities in state power bodies and other public institutions at all levels is highlighted, as well as the issue of decision-making according to the well-known Badinter Principle.
This scientific activity was attended by distinguished personalities from the academic sphere, such as Prof. Dr. Arsim Bajrami, Prof. Dr. Gjyljeta Mushkolaj, Iljaz Ramajli, Muharrem Shabani, Prof. Dr. Ismet Saliu, Prof. Dr. Aurela Anastasi, Prof. Dr. Ksenofon Krisa, and many other scholars. Key topics were also addressed, from the origins of constitutionalism in the Illyrian-Albanian territories, the beginnings of modern Albanian constitutionalism, to the challenges, perspectives, and harmonization of constitutional standards in accordance with the process of European integration.
